Formed to protect the world from global threats

S.H.I.E.L.D. is a task force charged to ensure the protection of the world. It is under the jurisdiction of the United Nations, with vast technological resources at its disposal.

S.H.I.E.L.D. does employ some superhumans, and obtains help from independent heroes when their special abilities are needed. It has also accepted some superheroes and supervillains as members.

S.H.I.E.L.D. formation

SHIELD decided to look into options for a new generation of Super-Soldiers. One of projects was headed up by a young genius named Bruce Banner. Banner believed that he could use Gamma radiation to induce an evolutionary step forward. His team consisted of himself, research partner Betty Ross, intern Rick Jones, and Betty's father/SHIELD liaison General Thaddeus Ross. In 2003, during a routine power-up, a freak lab accident happen, Banner was transformed into a raging gray beast that was later dubbed the "The Hulk" and has been on the run and considered a threat.

Super-Humans rising

S.H.I.E.L.D. turned their attentions to exploring weapons technologies. Their mandate was to protect the world from such powerful threats as the Hulk and to this end they began to grow from a clandestine police agency into a powerful military force. They kept a close eye on multiple threats at once, Tony Stark's adventures as Iron Man, atmospheric disturbances in Oklahoma, Mutants populating the Earth, and Banner's return to the United States. Soon, the Hulk was made known to the public due to brief battles with the military and another huge monster in Las Vegas. Banner wasn't hailed as a hero like Iron Man was, instead Banner was forced to go into hiding again, learning how to control the Hulk rather than to cure it.
