After a long conversation between Nick Fury and Captain America, they realized they'll need more than just ALLSTAR to combat the outbreak of O formula experiments, mutants and various other out of the ordinary threats.

Also with the help of Tony Stark, S.H.I.E.L.D. is born and ALLSTAR is assisted by the various new agents hired who all possess some form of a military or espionage background.
