History
The Scavengers were an underground resistance against Ultron in New York formed by Hawkeye. Hawkeye was the last Avenger standing after they faced Ultron as he managed to get away and save Francis who was left behind by Tony, from inevitably getting eliminated by Ultron. Along his trek he gathered a lot of people he couldn't rightfully leave behind and hid them in the Grand Central Station, they waited with bated breath as Ultron blew up New York City, and it's said that most of them survived.
Those who survived became Scavengers, hiding in the cracks of Ultracity, stealing whatever they could from Ultron and helping whoever they could find, people like Daisy Johnson. Clint was killed sometime before the Avengers liberated the world, and Francis took over leading them until they managed to beat Ultron. As of now those who wanted to continue the fight work in tandem with the Avengers, they were given a huge upgrade and new training regime from Tony Stark and they deliver help to countries and cities that need it.
Most recently the Scavengers have been disbanded. Not because they weren't doing good, but because they've been folded into S.H.I.E.L.D. Most if not all Scavengers are now S.H.I.E.L.D. members.
