History
Otto Octavius seemingly had a similar history as his Earth-616 counterpart.
During the last year of his second life, Spider-Man was aided in his battles with Doctor Octopus by Spider-Boy. After taking over Peter Parker's life, Otto fired Bailey as his partner, not wanting to endanger such a young child.
Secret Empire
In a new body, one made from the genetic material of himself and Peter Parker, Otto joined Hydra under the alias Superior Octopus. Following Hydra's take over the United States of America, the organization started attacking Parker Industries buildings across the globe.
At the Shanghai branch, Otto took a squad and personally confronted Spider-Man. Octavius believed he had isolated Parker and would overwhelm him with his soldiers, but, Peter's international allies were able to come to his aid and they defeated Doc Ock. Spidey knew he wasn't really loyal to Hydra and was able to appeal to Otto to return to heroics.

As a member of Hydra
Superior Octopus returned to Hydra Nation as a double agent. When Miles Morales and his squad fought the faux Captain America, Otto was able to narrowly save Black Widow's life. Otto and the other resistance fighters present were captured until the USA was freed from Hydra's tyranny.
Afterwards, Natasha and Otto joined Spider-Man Incorporated, with Otto returning to the role of Superior Spider-Man. He took the civilian identity of Dr. Elliot Tolliver, with Peter placing him as the head of Parker Industries' cybernetics division. He found it fitting to lead the company's original derivative.
