History
Ophelia was one of the masterminds that restarted the Masters of Evil mainly with the help of Baron Zemo. After the Heroes of Tomorrow defeated Ultron, and the news began spreading Viper and Zemo had been some of the first to hear about the news, and quickly began plotting ways to begin a takeover of there own. They understood that the world was not ready for someone else ruling with an iron fist, and truthfully they didn't have the firepower to manage that either, so they began to work from the shadows.
Knowing that this attempted takeover was going to take some finesse Viper and Zemo headed to Madripoor and began to recruit some of the older villains who were once upon a time the best at they did. Even though they were denied by many who didn't feel like getting back into the game, they still managed to assemble a rather strong team consisting of Taskmaster, Black Ant, Moonstone, Radioactive Man, Egghead, Knockout and Crossfire.
Another big part of there plan was Evander Worthington a high ranking politician who was also loyal to Hydra, Zemo had decided quickly that he would be the key to the takeover when the time was right. However they would wait as long as they needed to before striking, just in case Ultron came back, and until the moment was perfect.
Eventually 2 years passed by and The Masters of Evil were ready to start there plan which started with getting the rumor spread throughout the world to the Avengers, that a Madripoorian takeover was coming, which was not exactly true. This immediately took some heat of the Masters as people were expecting the Madripoorians to make a move, not the "retired" Supervillains. This allowed Zemo to send Crossfire and Taskmaster on a mission to California in hopes of grabbing some information off of Ultron's servers, and to mainly bait the Avengers into coming to Madripoor.[1]There was a misstep in the plan as Crossfire and Taskmaster ended up getting stuck in America, and were not able to exit as it was clear the Avengers were tracking their movements. This forced Zemo to send Radioactive Man and Black Ant to save them. However the only people who managed to get away were Taskmaster and Black Ant, as Radioactive Man and Crossfire had been beaten.
Despite this Zemo and Viper trudged on with the plan, knowing that they had done well enough to bait the young heroes into coming to Madripoor. Eventually Vision, Hawkeye, Captain America, Torunn, Wasp, and Black Panther came to Madripoor. They were meet by the robotic creations of Egghead, Knockout and Moonstone. The ensuing fights caused mass destruction in Madripoor and Zemo and Viper did a slight victory lap in the Avengers faces, knowing that the United Nations would do the rest of the work for them, and soon enough Evander would be put into a position of power.
The plan began to go awry with the unexpected rise of Valerie Cooper. The US candidate did much to fight for the Avengers on the largest stage and threw the plan of Zemo and Viper out the window. She was much more popular with everyone than anyone could have expected, and suddenly Zemo's plan had the potential of falling through. In desperation Zemo and Viper concocted one last ditch assassination attempt on Valerie that failed miserably because of the double crossing by Taskmaster and Black Ant. Along with the rest of the Masters of Evil, Viper was eventually thrown in the Vault.
