Norma Osborn is a brilliant scientist, businesswoman/industrialist, founder and CEO of Oscorp. She neglected her daughter, Harriet; however, she took an immediate liking to her friend Petra Parker, due to being a science whiz who understands Norma's work.
She tried to develop and perfect the Super-Soldier drug for the United States military, but led to unfavorable results. Needing to prove her formula could succeed, Norma experimented on herself and birthed The Goblin. When the Military decided to give the Super-Soldier contract to Oscorp's chief competitor, Quest Aerospace, the Goblin destroyed their prototype in revenge, killing several high-ranked military officers and the Quest Scientists who were present at the test.
Although Oscorp has been given more government contracts and the company's stock is soaring, the all-male Board of Directors decided to accept a buyout from Quest behind her back, knowing she would lose her job. In retaliation, the Goblin killed the Board Members with a pumpkin bomb during a festival in Times Square, thus preventing the sell out and removing the last threat to her takeover of Oscorp, and inadvertently almost killed MJ Watson. The Goblin's appearance at the festival also marked the beginning of her animosity towards Spider-Girl. Instead of hating her new enemy, however, Norma viewed Spider-Girl as the daughter that he always wanted, strong and intelligent, and attempted to recruit her to her side.
