
History
Mutation is caused by the X-Gene in the mutants' DNA. Mutations normally manifest themselves during puberty, often as a result of a traumatic event. Some mutants exhibit their mutations at birth, however, while others do not manifest their powers until adulthood. Secondary Mutation is a phenomenon in which an existing mutant gains additional powers, or a change in their appearance due to a second mutation.
Based on the fact that in 1998 over 67% of the Mutant Populous was infected with the Legacy Virus, and the fact that Ultron in 2004 had eradicated 79% of the super powered population, it was clear that mutants were becoming an endangered species. It was only in 2007 that the X-Men found a cure for the Legacy Virus, and so it's unclear how much mutants are left considering there is normally around 800,000 - 1,000,000 mutants on earth. At this moment it is considerably less than that and not expected to be higher than 100,000.
