High school dropout Herman Schultz was actually a talented engineer who fell into a life of crime and is also a professional thief under the employ of the Kingpin.
When vigilante known as Spider-Man started to appear in New York City, Fisk saw him as a potential threat to his criminal organization and wanted him eliminated. Later on, Shultz delivered stolen experimental gauntlets known as Seismic Harness Construction Resource from Horizon Labs, designed to be used in building demolition by way of small controlled sonic booms. Schultz delivered shock-wave gauntlets to Hammerhead, only to be told to wear it himself to take down Spider-Man, Thanks to his engineering expertise, Shultz modifies the equipment in order to weaponize it, becoming the Shocker. With the help of Flint Marko and Alex O’Hirn, Shocker lured Spidey out to a junkyard to live up to his responsibilities. He defeated Spider-Man without breaking a sweat and believed to have killed him only to have his Pool game interrupted by Hammerhead informing him of Spidey’s true status. He then left Spidey a trail of earthquakes to lure the bug to St Gabriel's bank, where Shocker also tested out his new gauntlets once more against the police in preparation for the web head. Although Shocker's powers were great, in the end, they still weren't enough to best Spider-Man. With his gauntlets damaged, the Shocker was left unable to fight, and Spider-Man hung him to the ceiling with a web-line and was later arrested.

- Enhanced Strength: The gauntlets possesses hydraulic functions that grant Schultz superhuman strength. They boost his physical attributes enough that he can propel city buses and SWAT trucks away and even combat enhanced individuals.
- Shockwave Emission: Schultz possessed a pair of gauntlets that were able to emit powerful blasts of air that has been vibrated at an intense frequency shockwaves. This allows the Shocker to both effectively throw long range vibrational punches, as well as vibrating the structure of something in order to weaken or destroy it. Holding the thumb triggers down for an extended period of time increases the intensity, speed, and even spread of the air blasts. when used on a human being, can propel them a great distance away and also subdue them.

- Engineer: The Shocker is a gifted, and apparently self-taught, engineer. Shultz was also skilled enough to modify his shock gauntlets to be lethal enough create powerful sonic booms that could bring down an entire office building, propel vehicles and and paralyze his foes. He is also the (self-proclaimed) world's best safecracker.

Physical Strength[]
The Shocker possesses the normal human strength of a man of his age, height, and build who engages in intensive regular exercise. The vibro-shock units in his gauntlets however can add power to his punch via a trip-hammer vibration shock, making his blows a dozen times more potent than normal.

- Seismic Harness Construction Resource: Schultz wielded twin powerful modified version of the Vibro Gauntlet to help him commit crimes, when fired, was able to generate powerful blasts that can move heavy objects and propel vehicles into the air. With these gauntlets, Shocker can also project a vibrational shield that deflects bullets and blows to him & allows him to slip from many a grasp.
