Evander Worthington is a politician employed by the Masters of Evil to push their agenda on the political front. He is the "face" of the regime. In reality he's just a puppet on strings, he does whatever he's told, as he is loyal to Zemo and Viper. He has managed to get into the United Nations good graces to be chosen as their premier candidate to take control over things happening in the United States. [1]. After the Masters of Evil's defeat the Avengers brought proof of Worthington colluding with the group before taking him to jail with the rest.
