A man named Carter Billsen was camping one day when he found a mysterious swamp full of toxic waste, that mutated him into a half-human half-crocodile creature. He eventually learned how to shift between crocodile and human mode at will.

In Crocodile Man #1, Carter Billsen was camping when he found a mysterious swamp full of toxic waste, which mutated him into a crocodile-like monster. He soon learned how to change between human and crocodile mode at will. He used his powers for personal gain until one day, he accidentally caused an incident that put millions of innocent people in danger. He used his powers to rescue everybody, and has since decided to be a superhero. In Action Pack #1, he was recruited for the new Action Pack by Sleepwalker. At first he wanted to stay solo, but later on decided to join. He and the other Action Pack members defeated Shuma-Gorath in Action Pack #2.
