American Union's Mightiest Heroes
When Namor, the King of Atlantis, launched an attack on New York City in anger over the dumping of toxic chemicals into the ocean he and his army were opposed by a group of heroes consisting of Captain America, Iron Maiden, Thor and Yellowjacket. While they fought back to hold off the horde of Atlantean soldiers alone their efforts to both battle back against the Atlanteans as well as protect civilian life meant they were unable to stop the attack alone. Susan Storm, who had been visiting her brother Johnny, the Human Torch, and his new girlfriend Crystal, an Inhuman residing among humanity, were at the nearby Baxter Building when the attack occurred and, after brushing off their initial shock after the building was hit, arrived to help, the Human Torch and Crystal working alongside the others to hold off the Atlantean's assault while Susan and Captain America confronted Namor, trying to convince him to halt his assault before the American Union declared an unprecedented war against Atlantis, threatening to topple the already precarious geopolitical climate among the ten regions of Earth.
Their efforts were successful, Namor begrudgingly relented, the assault stopping without casualties thanks to the combined efforts of the heroes, but not without Namor issuing a warning that should humanity not stop their hostile attitude towards the oceans then he would be back and would not stop. This warning would add to the concerns of the American government, who were already concerned over the state of their security following the recent assault by Hydra. Knowing that they needed the security of S.H.I.E.L.D., which had been in disarray since the death of Nicholas Fury, President Rhodes approached Captain America to lead the organisation. Steve rejected the offer, feeling that while he might be a leader he was a soldier, much like Fury, and that was not the person they needed right now, instead offering up another suggestion - Susan Storm. Sue was shocked at the offer but, recognising the threats and believing she could build a better, fairer S.H.I.E.L.D., accepted the offer, and alongside Captain America would call together the other heroes, offering them an opportunity to help protect the American Union. The heroes accepted the offer, officially forming the Avengers.
While Sue would begin building a new S.H.I.E.L.D. and the Avengers would have an immediate impact on the American Union, including dismantling an international Cartel run by The Hood and sticking to their word to stop the polluting of the oceans by Roxxon, Sue and Captain America would soon discover that the world was not what they believed. During a meeting of the leaders of the ten geographical regions, which Sue and Steve attended as President Rhodes new right hands, they would discover that every region had their own turmoils that were conveniently hidden from the American public, much like their own recent devastation by Hydra was hidden from the other regions. Rhodes explained that this Cabal of world leaders worked together to keep the public of their respective regions under control, to maintain the stability of the world and prevent revolution. For the American Union that meant hiding the horrors and struggles faced by innocent people beyond their borders. Sue and Steve struggled with this knowledge, believing that they had a duty to protect more than just the people within their own borders, and later revealed the truth to the rest of the Avengers. Simultaneously Arno Stark and Nicholas Fury Jr. were brought before The Cabal and offered the opportunity to continue the work that their fathers had done.
The Avengers later discovered that Tony Stark had been imprisoned and was set for execution within the Eurasian Republic, having spent months breaking into intelligence facilities and discovering the truth of the world for himself. Despite President Rhodes warnings that if the Avengers got involved in foreign territory then he'd have no choice but to declare them terrorists Sue and Steve convinced the Avengers to intervene. Surprisingly the only one who was absent was Maria Stark herself, revealed to have always known about the Cabal, having worked alongside her husband to preserve it for their business interests and now having joined forces with her son Arno to continue that work. Maria tipped the Rasputin Royal Family to the Avengers arrival and when the Avengers arrived at the facility Tony was being held at they were met by a brutal response by the Winter Guard. In the resulting fight Captain America and Human Torch were both seriously injured but succeeded in saving Tony before escaping thanks to the secret intervention of Carol Danvers, who teleported them out of Russia just in time. Back in the American Union the Avengers were officially declared terrorists while Iron Maiden, Arno Stark & Nicholas Fury Jr. officially took their places as the American Union's representatives with The Cabal.
