The Avengers is a emergency response team made by S.H.I.E.L.D. It was originally a project made to recruit heroes after the 1950's project.

Nick Fury announced a project was going on. It was called the Avengers Initiative. They were to "fight the battles that humans never could". Tony Stark was initially recruited for the project, but refused. Captain America was later thawed out of the ice and later recruited.
