History
The underwater empire of Atlantis, one of the ten regions of the world ruled by The Cabal, was once a mighty empire under the rule of the Atlantean's that controlled all of the Earth's oceans. Initially ruled over by seven separate Atlantean kingdoms, who often warred with each other in a battle for territory and resources, they were eventually united under the forceful rule of Thakorr, the grandfather of Namor, who would eventually take over the rule of Atlantis. Typically an isolationist kingdom who were content to remain below the oceans, they would be drawn into the affairs on land during World War 2, as Hydra attempts to take control of Atlantis resulted in the Atlanteans working with the allies to fight back, ultimately playing a major part in ending the threat of Hydra for good. Following the war Namor returned to the oceans, warning the surface world that further attempts to draw Atlantis into their issues would be met with violent repercussions.
Decades later The Cabal, who had taken control over the surface world, would make contact with Namor, determined to prevent any potential war with Atlantis, offering him a seat at the table. Namor would agree, on the condition that the Cabal stayed to the surface, though he begrudged their belief that they had any real power, believing that he was royalty and they simply pretenders.
