Adrian Toomes was invited to work for the Kingpin, and provided bis organization with Chitauri technology.
In the aftermath the Battle of New York, Toomes successfully gained the contract to clean up the city, only for Damage Control to take the contract.
Toomes agreed to work for the Kingpin in response. After Kingpin was arrested, Toomes took control of the Chitauri operation.
